KKB assists trade association in drafting small business provisions of the Family Smoking Prevention and Tobacco Control Act, and counsels on compliance with the Act

A trade association of small tobacco manufacturers and importers sought assistance in drafting provisions for inclusion in the Family Smoking Prevention and Tobacco Control Act (TCA). KKB worked with the member companies to draft provisions that would protect the interests of small businesses, and counseled the members regarding submitting the draft provisions to their legislators.
Ultimately, Congress included most of the provisions in the version of the bill that President Obama signed into law on June 22, 2009. Since then, KKB has worked closely with the trade association on implementing the law's requirements and communicating with FDA's nascent Center for Tobacco Products. For example, KKB has assisted with scheduling and presenting during meetings with FDA, sending FDA letters regarding compliance and implementation issues, submitting comments to FDA rulemaking and citizen petition dockets, and providing advice on interpreting and applying the TCA and FDA regulations. KKB has also provided training sessions and prepared FAQ documents for member companies. Throughout its representation of the trade association, KKB has also worked closely with the Small Business Administration to protect the interests of the association's members.
