Carrie C. Horn is an associate with the firm, and has been practicing food and drug law since 2005. Ms. Horn represents clients regulated by the Food and Drug Administration, Department of Agriculture, Environmental Protection Agency, Federal Trade Commission, Consumer Product Safety Commission, Drug Enforcement Administration, and other health and safety regulatory agencies at both the Federal and State levels. Ms. Horn counsels clients on a wide range of regulatory matters, providing advice on such topics as the regulatory status of ingredients, product labeling requirements, and advertising substantiation and labeling claims. She also provides advice on a host of state-specific regulatory issues, and is involved in assisting with civil litigation against the FDA on behalf of regulated industry. She specializes in advising clients on issues related to the U.S. Department of Agriculture's National Organic Program, as well as organic standards in Europe and other international markets, including the European Organic Standards EEC/2092/91, as amended, and other government and private standards. Most recently, she has assisted cosmetic clients in certification to organic standards in the U.S., United Kingdom, and France.

Before joining Kleinfeld, Kaplan and Becker LLP, Ms. Horn practiced in D.C. at a large, Richmond-based law firm, specializing in environmental and international environmental law and she provided advice and counsel on regulatory matters related to mobile sources, motor vehicles, and fuel.  Her background in regulatory law coupled with her experience in appellate litigation before the DC Circuit provides a strong and solid set of skills that translates well to the regulatory practice of food and drug law.

Ms. Horn is also very active in pro bono representation in the Washington, DC area.  Ms. Horn works with local organizations to help families obtain custody, adoption, and guardianship and represents her clients in front of the DC Superior Court, Family Division, in order to provide safe homes for children who are in DC's neglect system.  Ms. Horn sits on the board of Children's International Art Outreach (CIAO) as legal counsel, an organization that brings individuals and organizations together to foster freedom of expression and the international exchange of ideas through children's art. And Ms. Horn also volunteers regularly in local communities, participating in and organizing events for Habitat for Humanity and Rebuilding Together, Christmas in April, both providing homes to low income families in the Washington, DC area and abroad.
